Nigeria’s First Lady, Senator Oluremi Tinubu, is expected to lead a major gathering of women stakeholders in Abuja on Monday as the All Progressives Congress (APC) intensifies its grassroots mobilisation ahead of the 2027 presidential election.

The Women Stakeholders’ Mobilisation and Empowerment Pre-Inaugural Campaign Roll-Out Programme is being organised by the Women Mobilisation Directorate of the APC Presidential Campaign Council and is scheduled to take place at the Bola Ahmed Tinubu International Conference Centre in Abuja.

The event is expected to begin at 8am on Monday, October 5, 2026, with organisers projecting attendance of more than 20,000 women from different parts of the country. The programme is themed “Renewed Hope Agenda 2.0: From Reforms to Prosperity,” while its mobilisation message is “One Voice, One Movement, One Choice, One Mandate 2027.”

The gathering is part of a broader effort by the APC Presidential Campaign Council’s Women Mobilisation Directorate to establish and strengthen grassroots structures ahead of the 2027 election.

The directorate, headed by Dr Betta Edu, has said it is targeting 40 million votes from women for President Bola Tinubu and Vice-President Kashim Shettima. That figure is an electoral mobilisation target announced by the APC campaign structure and should not be interpreted as an independent projection of likely votes.

The women’s mobilisation drive had already begun before the Abuja summit, with the directorate reporting meetings and engagements involving women’s groups and grassroots organisers in several states. The group has said its structure is designed to reach communities and households across the country.

The Abuja meeting is expected to bring together women leaders, professionals, entrepreneurs, community representatives, political stakeholders and grassroots organisers for discussions around political participation, empowerment and mobilisation.

Speaking ahead of the event, Princess Gloria Akobundu, a member of the conference planning committee, highlighted several Federal Government programmes that she said should be communicated to communities as part of the APC’s campaign message.

Among those she mentioned were the Nigerian Education Loan Fund, the Nigerian Consumer Credit Corporation, infrastructure projects, social-protection programmes and digital-skills initiatives.

NELFUND was established to provide interest-free student loans to eligible Nigerians and reduce financial barriers to tertiary education. The programme has become one of the major policies being cited by supporters of the Tinubu administration as part of its education interventions.

Available government information confirms that the student-loan scheme has expanded significantly since its introduction. President Tinubu also said in July that NELFUND had received additional funding from money recovered through EFCC-related processes.

The APC campaign committee also pointed to CREDICORP, the Nigerian Consumer Credit Corporation, as another Federal Government initiative.

CREDICORP describes itself as a development finance institution established to expand access to consumer credit. Its stated mandate is to remove structural, market and policy barriers and accelerate access to consumer credit for 50 per cent of Nigeria’s working population by 2030.

Infrastructure is another area highlighted by the campaign organisers, with the Lagos-Calabar Coastal Highway, Sokoto-Badagry Super Highway and Abuja-Kaduna-Zaria-Kano Road among the projects cited.

The Tinubu administration has also continued to promote social-protection initiatives as part of its response to economic pressures. In July, the Presidency announced the rollout of NG-CARES Additional Financing, SOLID and HOPE programmes, which it said were designed to provide support in areas including livelihoods, healthcare, education and vulnerable communities.

However, figures surrounding the administration’s cash-transfer and social-protection programmes require careful distinction.

The Presidency has separately stated that cash transfers had reached 15 million vulnerable households. That figure should not be conflated with the wider beneficiary targets or projected reach of newer programmes such as NG-CARES, SOLID and HOPE.

The Federal Government has also declared 2026 the Year of Family and Social Protection, with the Renewed Hope Baby Support initiative identified as part of its approach to strengthening social protection.

For the APC Women Mobilisation Directorate, the Abuja event is expected to serve two purposes: engaging women around government programmes and strengthening the political organisation of its supporters ahead of the next presidential election.

The directorate has previously said its grassroots operation is being expanded through ward and community meetings, with women organisers encouraged to engage people at the local level.

Akobundu also called on women in Imo State and other parts of the South-East to strengthen their mobilisation networks and take the APC’s message to communities across the region.

The planned summit comes as political parties and their support structures increasingly position themselves for the 2027 electoral contest. For the APC, women remain a major component of its grassroots organisation, with the party seeking to build a coordinated network ahead of the campaign season.

The Abuja gathering is therefore expected to provide another platform for the party’s women mobilisation structure to outline its strategy, engage stakeholders and prepare supporters for increased political activity ahead of the 2027 presidential election.
