In a notice issued on October 19, 2026, the NCC reminded manufacturers, importers, distributors, dealers and retailers of their obligations under the Nigerian Communications Act 2003, the Type Approval Regulations 2024 and the Type Approval Business Rules 2024.
The commission said device models intended for importation, assembly, distribution or sale in Nigeria must obtain the required NCC type approval. It also requires individual devices to undergo the prescribed verification process using their International Mobile Equipment Identity (IMEI) numbers.
Under the framework, manufacturers, importers and other responsible suppliers are expected to submit device identification information through approved channels to establish compliance before products are distributed or sold.
The NCC has also urged distributors, dealers and retailers to review devices already in their inventories and work with their suppliers to resolve any outstanding compliance issues. Newly imported devices must satisfy the applicable approval and verification requirements before entering the market.
To strengthen enforcement, the commission is deploying a technology-enabled system designed to improve monitoring and help identify irregularities in the importation and distribution of communications equipment.
The NCC said the automated process would enhance its ability to determine whether devices meet regulatory requirements and make it easier to identify equipment that should not be permitted to operate on Nigerian networks.
The commission has engaged manufacturers, importers and relevant industry associations as part of the implementation process. Businesses requiring clarification or assistance have been advised to use the NCC’s official onboarding and support channels.
The enforcement framework is intended to protect consumers, promote compliance with technical standards and prevent businesses that disregard the rules from gaining an unfair advantage over those that meet their obligations.
The NCC has clarified that type approval is not a new requirement. It is an existing regulatory obligation, while the new technology-enabled system strengthens verification and enforcement.
Consumers who want to check a device before buying it can use the NCC Device Checker by dialling *315# or visiting the commission’s official website. The NCC has also explained that devices already connected to Nigerian mobile networks before the system took effect on October 7, 2026, were automatically verified, meaning users generally do not need to take additional action for those devices.
