Senator Isah Jibrin, popularly known as Echocho, has reportedly commenced the construction of an Information and Communication Technology (ICT) Centre in Ankpa Local Government Area of Kogi State as part of efforts to expand access to digital skills among young people.

The project, according to reports on the initiative, is expected to provide a space where youths can access technology facilities and develop practical skills that could support their education, careers and entrepreneurial activities.

Jibrin represents Kogi East Senatorial District in the National Assembly. The Independent National Electoral Commission (INEC) lists him as the APC candidate who won the Kogi East Senate seat in the 2023 election, while the Court of Appeal affirmed his victory following an election dispute in November 2023.

The proposed ICT centre in Ankpa is being presented as a digital-skills intervention aimed at helping young people become more familiar with technology and participate more effectively in an increasingly digital economy.

Access to digital skills has become an important part of education and employment, particularly as businesses, government services and many professional activities increasingly rely on digital tools.

According to the report announcing the project, the centre is expected to support young people in areas including education, entrepreneurship and career development. It is also intended to provide a platform where beneficiaries can build their capacity and explore opportunities created by developments in information and communication technology.

The project is reportedly planned as the first phase of a wider initiative that would extend similar ICT facilities across the three federal constituencies in Kogi East.

However, details on the proposed expansion, including the locations of future centres, project costs, construction timeline and the number of beneficiaries expected to use the facilities, were not independently available in the sources reviewed.

The Ankpa project therefore represents a reported constituency development initiative rather than a programme whose full scope and implementation schedule have been publicly documented.

Jibrin, who has represented Kogi East since 2019, has previously been associated with constituency development projects across the senatorial district. Radio Kogi reported in 2025 that his constituency interventions included infrastructure and empowerment projects across communities in Kogi East.

The senator's current political position is also subject to developments within the APC. In May 2026, Jibrin disputed reports surrounding the party's Kogi East senatorial primary and maintained that he remained the party's authentic candidate, while other APC stakeholders defended the outcome of the primary.

For residents of Ankpa and surrounding communities, the effectiveness of the new ICT centre will ultimately depend on the facilities provided, the quality of training available and the number of young people who are able to use the centre.

If completed and properly equipped, such a facility could provide young people with additional opportunities to develop digital competencies that complement formal education and support participation in technology-driven economic activities.
